Zalgo text exploits a feature of Unicode called combining diacritical marks— characters that "stack" on top of the previous letter. By stacking dozens of them on every glyph, the text spills above and below its natural line height.
The output is still plain text (no images, no special font), so it renders everywhere that supports Unicode. Some sites — and most accessibility tools — strip the combining marks because they break screen readers. Use sparingly.
